Raeford, NC - The Hoke County Sheriff’s Office on March 12, 2026, members of the Hoke County Sheriff’s Office Narcotic/Vice Suppression Unit (NVSU) served a narcotic search warrant in the 200 block of Oaktree Drive Raeford, North Carolina 28376.

The search warrant was obtained after the North Carolina Department of Adult Correction went to check on Mr. Victor M. Velarde, who was on active probation for a drug conviction from charges taken out by the NVSU in 2024. During the check, Mr. Velarde was found at his house and probation officers discovered items of drug paraphernalia, in plain view. There was also a strong odor of marijuana coming from the home.

Detectives with NVSU then conducted a seize and freeze on the residence and obtained a search warrant. During the search detectives located approximately 5.6 pounds of marijuana, four firearms, over $2900.00 in US currency, and assorted items of paraphernalia including scales and drug packaging material. 

Mr. Velarde was placed under arrest and transported to the Hoke County Detention Center. Mr. Velarde was charged with four counts of possession of firearm by convicted felon, possession with intent to manufacture/sell/deliver a schedule VI-controlled substance (marijuana), felony maintaining a dwelling for the sell/delivery of a controlled substance, and possession of drug paraphernalia.

Mr. Velarde was taken before the magistrate and held on no bond, due to being on active probation. The Hoke County Sheriff’s Office would like to thank the NC Department of Adult Correction for their assistance with this investigation.

Raeford, NC - The Hoke County Sheriff's Office announced on December 4th, 2025, deputies responded to Cape Fear Valley Hoke in reference to an unresponsive child that was brought into the emergency department. Despite immediate lifesaving efforts by medical staff, the child was pronounced deceased. The child’s next of kin was notified.

The incident was immediately reported to law enforcement, and detectives responded to initiate a death investigation. On Friday, December 5, 2025, at approximately 7:34 p.m., Hoke County Sheriff’s Office Criminal Investigation Division conducted a search warrant and arrest warrant at 1568 Clan Campbell Road in reference to a child’s death investigation. Hoke County Sheriff’s Office K9, Special Operations, and Narcotics/Vice Suppression Unit assisted with the search warrant. Hoke County Sheriff’s Office located firearms and narcotics during the search. Mr. Allen M. Carter and Ms. Bridget M. Leach were detained without incident, and no one was injured during the search warrant. Mr. Allen Carter was seen before a magistrate for the following criminal charges: Possession Schedule I CS(Fx1), Obstructing Justice (Fx1), Possession Firearm by Felon (Fx2), PWIMSD Schedule VI CS (Fx2), Maintaining Dwelling/Place CS (Fx1), Possess drug Paraphernalia (Mx1), RDO (Mx1), and Maintain Vehicle CS (Mx1). Mr. Allen Carter received a $200,000.00 secured bond, given by the magistrate. Ms. Bridget Leach was charged with PWIMSD Schedule VI CS (Fx2), Possess Drug Paraphernalia (Mx1), and given a $20,000.00 secured bond. The investigation was still ongoing. 

On March 9, 2026, the investigation and review of the case for charging purposes were conducted by the Hoke County Sheriff’s Office Criminal Investigation Division with assistance from the Hoke County Narcotics/Vice Suppression Unit (NVSU) and the Hoke County District Attorney’s Office. 

Mr. Carter was charged in addition with 2nd Degree Murder, Involuntary Manslaughter, Exposing a Child to a Controlled Substance, and Felony Child Abuse. Mr. Carter was seen before the Hoke County Magistrate for the new charges and was denied bond. At his first appearance, Mr. Carter was given a $1,000,000 bond. Raeford, NC -The Hoke County Sheriff’s Office announces on March 3, 2026, detectives with the NVSU/Criminal Interdiction Team (C.I.T.) attempted to conduct a traffic stop for fictitious registration on a vehicle traveling on Laurinburg Road near the ABC store in Raeford.

The vehicle failed to stop for law enforcement and vehicle pursuit occurred which ended in Maxton, North Carolina. The pursuit ended when the suspect vehicle, a Ford 500, went down a dirt road and got stuck in the woods. Two suspects fled on foot and two suspects were detained. 

During the course of the investigation, CIT Detectives were able to identify the driver as Mr. Gene Selton Fulmer of Maxton, North Carolina. The vehicle was towed and held so that a search warrant could be obtained.

On March 4, 2026, CIT detectives obtained a search warrant for the car. As a result of that search, several items of assorted drug paraphernalia including spoons, and baggies with white residue was located. 

Arrest warrants were then obtained for Mr. Fulmer in reference to felony fleeing to elude with a motor vehicle and possession of drug paraphernalia. At this time, Mr. Fulmer is not in custody, and the investigation is still on-going. Raeford, NC - The Hoke County Sheriff’s Office announces on February 27, 2026, Detectives with the Narcotic Vice Suppression Unit (NVSU) concluded a narcotic investigation which was started after an anonymous complaint regarding the sell and delivery of cocaine. 

The NVSU and members of Sheriff’s Emergency Response Team served a narcotic search warrant in the 100 block of Nutley Drive, without incident. Three suspects were arrested from the house; Mr. Donnie Howard Hayes, Mrs. Carolyn Hayes, and Mr. Jesse Jacobs. 

During a search of the residence, law enforcement located a safe that contained two mason jars totaling a quarter of a pound of marijuana. Detectives also located eight firearms, suspected cocaine, Suboxone, over $800.00 in US Currency and assorted items of paraphernalia including baggies, straws, and ledgers. 

During the course of the investigation, NVSU detectives learned both Mr. Donnie Hayes and Mrs. Carolyn Hayes were known to be convicted felons from previous arrests and that Mr. Jesse Jacobs was staying at the residence. All suspects were transported to the Hoke County Detention Center where they were charged with numerous felonies. Mr. and Mrs. Hayes were both charged with five counts of possession of firearm by convicted felon. 

Mr. Donnie Hayes was also charged with possession with intent to sell/deliver marijuana, possess drug paraphernalia and felony maintain a dwelling for the sell/delivery of controlled substances. 

Mrs. Carolyn Hayes had additional charges of felony possession of a schedule II-controlled substance, felony maintain a dwelling for the sell/delivery of a controlled substance and possession of a schedule III-controlled substance.

Mr. Jesse Jacobs was charged with possession with intent to sell/delivery schedule II-controlled substance, felony possession of a schedule II-controlled substance, and possession of drug paraphernalia.

Mr. Donnie Hayes and Mrs. Carolyn Hayes each received a $50,000.00 secured bond from the magistrate. Mr. Jesse Jacobs received a $35,000 secured bond. All defendants also received a first appearance court date from the magistrate.

Raeford, NC - The Hoke County Sheriff’s Office announced on June 25th, 2025, the office received a report regarding fraud activity.

The investigation started after the Hoke County Register of Deeds and the Hoke County Tax Office found irregularities in paperwork submitted for several properties. Because of safeguards in place, the questioned documents were not legally recorded, preventing the transfer of ownership.

During the investigation, the suspect was identified as Ryan Doby. Investigators found that Mr. Doby defrauded multiple victims through fraudulent activities involving the water department and attempted to file multiple quitclaim deeds on properties he did not own.

Detectives connected multiple related cases involving various properties and property owners across Hoke County to Mr. Doby. In November 2025, warrants were issued for fraud.

On February 8, 2026, Mr. Ryan Doby was arrested in Fayetteville by the Fayetteville Police Department. He was given a $101,000.00 secured bond and later taken to the Hoke County Detention Center. On Wednesday, February 4, 2026, around 7:00 P.M. Deputies responded to the 500 block of N. McPhatter Road in reference to shots fired. When Deputies arrived in the area, they located a residence that had been shot into. There were no reported injuries. Detectives were notified.

Raeford, NC - The Hoke County Sheriff’s Office announces on February 5, 2025, at approximately 1:30 A.M., Deputies responded to the 1800 Block of Balfour Rd., Red Springs, North Carolina, in reference to a larceny call for service. When Deputies arrived on scene, they were met by the victim who informed them that someone broke into the victim’s shed and stole three of his K-9’s. The victim’s sister looked outside and saw someone running through their yard carrying one of the K-9’s. The victim pursued the suspect and was able to restrain him until Law Enforcement arrived on scene. The suspect was transported to a local hospital for injuries sustained prior to Law Enforcement arrival. 

Once medically cleared, the suspect was transported to the Hoke County Detention Center and charged with (F) Breaking and/or Entering, (F) Larceny After B&E, and three counts of (F) Larceny of a Dog. Raeford, NC - The Hoke County Sheriff’s Office announces on January 20, 2026, Detectives with the Narcotic Vice Suppression Unit (NVSU) were contacted by North Carolina State Highway Patrol in reference to a vehicle collision. The vehicle had rolled, a juvenile inside the vehicle was ejected, and the driver, Rochi Dowell Purdie, sustained significant injuries. Both occupants were life-flighted to Chapel Hill for injuries that occurred as a result of the crash.

While investigating the collision, Highway Patrol located a loaded firearm and blue bag containing suspected narcotics. Detectives with the NVSU responded and initial tests showed the substances to be 100 grams of suspected cocaine, 24 grams of suspected “crack” cocaine, 15 grams of methamphetamine, 51 dosage units of Suboxone, and possible fentanyl. Digital scales were also located inside the bag, as well as other items of paraphernalia. 

On January 21, 2026, arrest warrants were obtained for Mr. Purdie in reference to two counts of trafficking cocaine, possess with intent to manufacture/sell/deliver cocaine, possession with intent to manufacture/sell/deliver methamphetamine, possess with intent to sell/deliver a schedule III-controlled substance, possession of firearm by convicted felon, and possession of drug paraphernalia. Due to the injuries, the arrest warrants have not been served at this time.

The investigation is on-going.  

Hoke County Sheriff's Office 2026 Events

Raeford, NC - The Hoke County Sheriff’s Office announces on January 6, 2026, members of the NVSU-Criminal Interdiction Team (C.I.T.) arrested Jerry King Locklear on drug and firearms charges.

Detectives with C.I.T. observed a vehicle on Rockfish Road near Galatia Church Road driving erratically and traveling into the opposite lane of travel. Based on these observations, a traffic stop was conducted, and the driver was identified as Jerry King Locklear.

Mr. Locklear admitted to having a revoked driver’s license and based on observations by law enforcement, a canine was utilized to conduct a search of the vehicle. The canine gave a positive alert and detectives then conducted a physical search of the car.

During the search a loaded .22 caliber revolver was found between the driver seat and console. Detectives also located suspected “crack” cocaine and a glass smoking pipe. Mr. Locklear was placed under arrest. It was later learned that Mr. Locklear was a convicted felon. 

Mr. Locklear was taken to the Hoke County Detention Center where he was charged with possession of firearm by convicted felon, possession of cocaine, carrying concealed weapon, driving while license revoked, and failure to maintain lane control.

Mr. Locklear was held on no bond due to previous violent offenses. 

Raeford, NC - The Hoke County Sheriff’s Office announces on January 6, 2026, Detectives with the Narcotic Vice Suppression Unit (NVSU) arrested Mr. Shannon Michael Donell Locklear and Ms. Chyna Jade Locklear on drug and firearm charges.

Mr. Locklear had outstanding arrest warrants and the vehicle known to be operated by Mr. Locklear was seen at the corner store in the 7500 block of Red Springs Road. Special Operations deputies observed Mr. Locklear and Ms. Locklear exit the store and approached the subjects.

Mr. Locklear was verified as being wanted for outstanding warrants. Search incident to arrest, Mr. Locklear was found to be in possession of 48 grams of suspected methamphetamine which had been pre-packaged into individual dosage units for sell and delivery.

NVSU detectives arrived at the scene of the arrest and took over the investigation. An additional search of Mr. Locklear resulted in 83 grams of suspected fentanyl, suspected MDMA, suspected cocaine, a 9mm semi-automatic handgun, a small amount of marijuana and digital scales being located.

Ms. Locklear was also found to be in possession of suspected cocaine. Both subjects were arrested and transported to the Hoke County Detention Center where the outstanding arrest warrants were served on Mr. Locklear.

NVSU also charged Mr. Locklear with two counts of trafficking schedule I-controlled substance, two counts of trafficking methamphetamine, possess with intent to sell/deliver schedule II-controlled substance, possess with intent to sell/deliver schedule I-controlled substance, possession of firearm by convicted felon (x2), carry concealed weapon, and possession of drug paraphernalia. Ms. Locklear was also charged with possession with intent to sell/deliver cocaine.

Mr. Locklear was held on no bond and Ms. Locklear was held on a $15,000.00 secured bond.    

Raeford, NC - The Hoke County Sheriff’s Office announces on January 6, 2026, Detectives with the Narcotic Vice Suppression Unit (NVSU) conducted a search warrant at 1380 Loop Road Raeford, North Carolina.

The search warrant was obtained after law enforcement officers went to the residence to locate Mr. Monelle Terrod Harris, who had outstanding arrest warrants and is an absconder from Federal Probation, and saw drug paraphernalia in plain view.

During the search detectives located a total of seven firearms were seized from the residence, two of which were from the bedroom belonging to Mr. Harris. NVSU detectives also located 32 dosage units of Suboxone, a small amount of marijuana and marijuana seeds. 

Mr. Harris was not at the residence at the time of the search and has outstanding arrest warrants for two counts of possession of firearm by a convicted felon, and possession with intent to sell/deliver a schedule III-controlled substance.

This achievement is yet another example of what can be accomplished when surrounded by strong, committed team players. The Hoke County Sheriff’s Office is comprised of exceptional professionals who place residents first, uphold the mission to serve and protect, and remain steadfast in maintaining public trust.

With this upgrade, we will significantly reduce response times when individuals require paramedic-level care during multi-system responses. These include motor vehicle crashes, cardiac arrests, serious traumatic injuries, and many other critical emergencies. While law enforcement officers often respond to these types of calls, they are typically not cross-trained to provide care at this advanced level, making this initiative both rare and impactful. This enhancement places our citizens in a far better position to receive lifesaving care a lot sooner.

Raeford, NC - The Hoke County Sheriff’s Office announces on December 31, 2025, Detectives with the Narcotic Vice Suppression Unit (NVSU) were working traffic interdiction in the 8500 block of Fayetteville Road and conducted a traffic stop for a traffic violation.

The driver of the vehicle was identified as Isaiah Anthony Tate. While detectives were speaking to Mr. Tate, they could smell the odor of marijuana coming from the car. When asked about it, Mr. Tate handed the detectives a freshly rolled marijuana cigar. Members of the NVSU then conducted a probable cause search of the vehicle.

During the search, detectives located a loaded Canik 9mm handgun, a Bersa .380 handgun, a small amount of marijuana, and digital scales. Further investigation revealed that the Bersa .380 had been reported stolen and that Mr. Tate was a convicted felon who was out on bond.

Mr. Tate was arrested and transported to the Hoke County Jail where he was charged with two counts of possession of firearm by convicted felon, possession of stolen firearm, two counts of carry concealed weapon, simple possession of marijuana, and possession of marijuana paraphernalia.

Mr. Tate was given no bond due to being out on pretrial release for unrelated charges. 

Raeford, N.C. – The Hoke County Sheriff’s Office announced on December 4, 2025, detectives with the Narcotic/Vice Suppression Unit (NVSU)-Criminal Interdiction Team were conducting a street level interdiction in the area of Red Springs Road, when they conducted a traffic stop on a vehicle being operated by Mr. Jimmie Earl Jacobs.

Detectives were able to establish probable cause to conduct a search of the vehicle. During the search detectives located a loaded .380 handgun and suspected cocaine. Further investigation revealed that Mr. Jacobs was a convicted felon. 

Mr. Jacobs was placed under arrest and transported to the Hoke County Detention Center.  Mr. Jimmie Earl Jacobs was charged with Possession of a Firearm by a convicted felon and Simple Possession of a Schedule II-Controlled Substance.

Mr. Jimmie Jacobs was taken before the magistrate and received no bond due to being out on pretrial release for unrelated charges.

Raeford, N.C. – The Hoke County Sheriff’s Office announced that on Thursday, December 4, 2025, an unresponsive child was brought to a local hospital. Despite immediate lifesaving efforts by medical staff, the child was pronounced deceased. The next of kin was notified. The incident was immediately reported to law enforcement, and detectives responded to initiate a death investigation.

As part of the investigation, multiple agencies and specialized personnel were involved, including detectives, supervisors, and medical officials. The scene was secured, relevant evidence was collected, and appropriate notifications were made, including contact with the Office of the Chief Medical Examiner A post-mortem examination is pending to determine the official cause and manner of death. 

During the investigation, detectives identified additional information that resulted in the Criminal Investigation Division conducting a search warrant at 1568 Clan Campbell Road in reference to a child’s death investigation on Friday, December 5, 2025, at approximately 7:34 p.m. The Hoke County Sheriff’s Office K9, Special Operations, and Narcotics/Vice Suppression Unit assisted with the search warrant. Deputies located firearms and narcotics during the search. 

Mr. Allen M. Carter and Ms. Bridget M. Leach, who were both acquaintances and of non-relation to the child in the home, were both detained without incident, and no one was injured during the search warrant. 

The matter remains under active investigation and will be handled in accordance with applicable state law. The child’s death remains under active investigation. Additional charges may be pursued as the investigation progresses, pending further review of evidence and results from the medical examination.

 Mr. Allen Carter was charged on December 6, 2025 with the following: Possession Schedule I CS (Felony x 1 count), Obstructing Justice (Felony x 1 count), Possession Firearm by Felon (Felony x 2 count), PWIMSD(Possession With Intent To Manufacture-Sell-Deliver) Schedule VI Controlled Substance (Felony x 1 count), PWIMSD (Possession With Intent To Manufacture-Sell-Deliver) Schedule I Controlled Substance (Felony x 1 count), Maintain Dwelling Place Controlled Substance (Felony x 1 count), Possession Drug Paraphernalia (M x 1 count), RDO - Resisting, Delaying or Destructing  (Misdemeanor x 1 count) and Maintain Vehicle Controlled Substance (Misdemeanor x 1 count) and was placed on a $250,000.00 secured bond given by the magistrate.

Ms. Bridget Leach was charged on December 6, 2025 with the following: PWIMSD Possession With Intent To Manufacture-Sell-Deliver)Schedule VI Controlled Substance (Felony x1 count), Possession With Intent To Manufacture-Sell-Deliver Schedule I Controlled Substance (Felony x 1 count), Maintain Dwelling/Place Controlled Substance (Felony x1 count), Possession Drug Paraphernalia (Misdemeanor x1 count) and was placed on a $20,000.00 secured bond given by the magistrate. The investigation is on-going at this time.

Raeford, N.C. – The Hoke County Sheriff’s Office announced on Wednesday, December 3, 2025, at 2:56am deputies responded to the 2200 block of Athens Road in reference to suspicious activity. While Deputies were enroute to Athens Road, the caller advised Hoke County Communications Center (911) dispatcher they were able to see three males in the area. Caller stated that they heard a vehicle alarm going off and it appeared the males were using the flashlights from their cell phones to look inside vehicles.  When Deputies arrived on scene, they located vehicle #1 that had been broken into. While Deputies were canvassing the surrounding areas Deputies recovered vehicle #2 was stolen. At 5:43 am, another call came into the Hoke County Communications Center (911) that the three males from earlier were back breaking into the same vehicle as before. Deputies canvassed the area again locating two male juveniles in the Hoke Landing shopping center. The third juvenile was not located but later identified. Hoke County Detectives were contacted and arrived shortly after. The juveniles were transported to the Hoke County Sheriff’s Office. Juvenile Justice was contacted and petitions were served. 

The two juvenile’s parents/guardians were contacted and present during investigation. Both juveniles were all charged with Breaking/Entering of MV (4 felony counts), Possession of Stolen Vehicle (1 felony count), Larceny of MV (1 felony count), Possession of Burglary tool (1 felony count), Conspiracy of Breaking/Entering (4 misdemeanor counts), and providing false information to LEO (1 misdemeanor count). All information was reported to Juvenile Justice. 

Juvenile Justice determined that the juveniles were not violent offenders and released them to their parents. Juvenile Justice set a court date for an upcoming court appearance on December 8, 2025, which both parents/guardians signed advising they would ensure the juveniles would be at the court hearing.   

The investigation is on-going at this time. There may be more victims, along with more suspects and charges to be filed at a later date.

Raeford, NC - The Hoke County Sheriff’s Office announced on Wednesday, November 19, 2025, deputies responded to a disturbance call at a Hoke County School. Deputies arrived and were notified that a parent that boarded a school bus. The School Resource Officer notified the school administration and the Hoke County School personnel, regarding the incident.

After investigating the incident further, Ms. Brittany Locklear was identified as the parent of a student, who trespassed by entering on a school bus. Warrants were taken out by Hoke County Schools for Trespass/ Impede a school bus. On Tuesday November 25, 2025, Ms. Brittany Locklear was arrested and transported to Hoke County Magistrates office. Ms. Locklear received a $2500.00 secured bond by magistrate. The investigation is ongoing.

The Hoke County Sheriff’s Office is proud to announce a significant milestone in its commitment to protecting and serving the residents of Hoke County. During Monday’s meeting, the Hoke County Board of Commissioners voted unanimously to support the Sheriff’s Office in transitioning its medical response team from Advanced EMT (AEMT) care to full Paramedic-level care.

This advancement represents more than an internal upgrade and is a major investment in the safety, health, and well-being of every citizen in Hoke County. 

For the last year, the Sheriff’s Office has had several that operated as dual-trained medical responders. This program was designed to bridge the gap between law enforcement and emergency medical services. With deputies often arriving on scene prior to EMS, the ability to provide advanced, life-saving interventions can significantly influence patient outcomes. Transitioning to a Paramedic credential brings the highest level of prehospital care directly to the community, especially in the county’s rural areas were minutes matter most.

As your Sheriff, I emphasized that the decision reflects a shared vision of prioritizing the people of Hoke County.

This upgrade is about one thing “saving lives”! When our citizens call for help, they deserve to know that the care coming to them is timely, advanced, and delivered by the most highly trained professionals available.

With the commissioners’ full support, the Sheriff’s Office will now begin submitting all required documentation to the North Carolina Office of EMS to finalize the credentialing process.

Raeford, NC - The Hoke County Sheriff’s Office announced on November 18, 2025, detectives with the NVSU-Criminal Interdiction Team (CIT) assisted road units with a traffic stop conducted by road deputies. CIT arrived to the scene of the stop after recognizing the driver’s name, Javier Ortez, when provided by dispatch. CIT was familiar with Mr. Ortez from a previous traffic stop in August which resulted in Mr. Ortez being placed under arrest.

 A probable cause search of the vehicle was conducted and detectives located approximately one (1) pound of marijuana. Detectives also located assorted items of paraphernalia such as designer bags and digital scales.  

Mr. Ortez was placed under arrest and transported to the Hoke County Detention Center. Mr. Ortez was charged at the Hoke County Detention Center with possession with intent to manufacture/sell/deliver marijuana and maintain a vehicle/place for sell/delivery of controlled substances.

 Mr. Ortez was held on no bond, due to being out on pre-trial release for previous charges.

The Hoke County Sheriff’s Office announces the International Trauma Life Support (ITLS) International Trauma Conference brings together leading experts, educators, and frontline responders from across the globe to advance the standards of trauma care. 

Last week, the Hoke County Deputy Medics participated as the first law enforcement agency to take part in a prestigious conference, which is an important milestone for both North Carolina and the nation.

Raeford, NC - The Hoke County Sheriff’s Office announces on November 14, 2025, members of the Narcotic/Vice Suppression Unit (NVSU) and Sheriff’s Emergency Response Team served a narcotic search warrant in the 200 block of Bayshore Drive Red Springs, NC.

The search warrant was obtained after NVSU detectives conducted an investigation of an anonymous complaint about Felton Jacobs, Jr. selling illegal narcotics and being in possession of firearms. Detectives were already familiar with Mr. Jacobs from previous narcotic and firearms investigations and knew Mr. Jacobs was a convicted felon.

When the search warrant was served Mr. Jacobs was located and detained without incident. A search of the residence resulted in approximately 2.5 ounces of marijuana, cocaine, marijuana seeds, a 9mm firearm with a loaded magazine, additional ammunition, and assorted items of both cocaine and marijuana paraphernalia.

During a search of the perimeter of the residence, detectives located a marijuana grow that had been harvested and numerous plots within the grow that still had the marijuana stalks in the planter pots.

Mr. Jacobs was arrested and transported to the Hoke County Detention Center. Mr. Jacobs was charged at the Hoke County Detention Center with possession of firearm by convicted felon, possess with intent to manufacture/sell/deliver marijuana, possession with intent to sell/deliver cocaine, possess drug paraphernalia, both marijuana and non-marijuana paraphernalia, and felony maintain a dwelling/place for the sell/delivery of a controlled substance.

Mr. Jacobs received a $100,000.00 secured bond and first appearance court date from the magistrate.

Raeford, NC - The Hoke County Sheriff’s Office announces on November 13, 2025, the N.V.S.U./ Criminal Interdiction Team (C.I.T.) arrested Mr. Dane Keith Sheets for possession with intent to sell/deliver marijuana, felony maintaining a vehicle for the sell/delivery of a controlled substance, carry concealed weapon and possession of marijuana paraphernalia.

Detectives with C.I.T. conducted a traffic stop in the parking lot of Bojangles on Fayetteville Road for a traffic violation. While conducting the stop Mr. Sheets was identified as the driver and detectives could smell the odor of marijuana coming from the vehicle.

A probable cause search of the vehicle was conducted after the occupants of the vehicle were asked to step out. The search resulted in approximately half (1/2) of a pound of marijuana being located and packaging material. Detectives also located a Palmetto Arms 9mm handgun, which was loaded.

Mr. Sheets was placed under arrest and was transported to the Hoke County Detention Center, where the outstanding warrants were served and the new charges were taken out. Mr. Sheets was held on a $3,000 secured bond. 

The Hoke County Sheriff’s Office announced on Monday, November 10th, 2025, at approximately 06:48 PM, Deputies responded to the 2000 Block Range of Kilkenny Drive, Raeford, NC 28376 in reference to a Structure Fire. Raeford, NC – The Hoke County Sheriff’s Office is commending the heroic and life-saving actions of deputies, who forced entry into a residence on Pony Path early Thursday morning to help an unresponsive woman during a medical emergency. 

On November 13, 2025, at approximately 1:39 AM, Hoke County Communications received a 911 call from Ms. Karen Hudson, of 197 Pony Path. Ms. Hudson initially reported she was experiencing difficulty breathing. During the call, dispatchers observed that she suddenly stopped responding while the line remained open, signaling a potentially life-threatening emergency. 

Deputy Burney and Deputy Tedder responded immediately, activating their emergency lights and sirens. Upon arrival, deputies knocked and announced their presence but received no answer. Due to the unresponsiveness on the 911 line and the nature of the call, deputies began checking windows for signs of the caller.

Deputies were able to look through a rear window of the residence and see Ms. Hudson slumped over and unresponsive on her living room couch. Recognizing exigent circumstances, deputies made forced entry in order to allow EMS to reach the victim as quickly as possible. 

Deputy Burney gained access into the residence through the front door using forced entry, and both deputies immediately entered the residence with EMS. Deputies assisted EMS personnel with CPR and lifesaving measures until additional fire, rescue, and medical units arrived on the scene. EMS eventually regained a pulse and transported Ms. Hudson to Cape Fear Valley – Hoke Hospital for emergency treatment. 

This agency puts the preservation of life above everything else. This incident underscores the importance of our Deputy Medic Program and the value of having deputies cross-trained in medical response, enabling them to provide critical care in those crucial first minutes before EMS arrives.

Deputies Burney and Tedder demonstrated quick thinking, bravery, and dedication when seconds mattered most. Their willingness to forcibly enter a home to reach an unresponsive resident, embodies the highest standards of our profession. We are grateful for their actions and relieved that Ms. Hudson was able to receive the immediate care she needed. 

We would also like to extend a sincere thank you to EMS and Fire personnel who arrived and assisted on scene. Together, your teamwork made a difference when every second counted. 

The Hoke County Sheriff’s Office announced on Saturday, November 1, 2025, at approximately 10:12 p.m., Deputies and Detectives along with the Fire Departments responded to the 2800 block of Kilkenny Drive for smoke within a residence. The victims arrived home, and the house was filled with smoke. Hoke County Emergency Management Fire Marshals and Moore County Public Safety with their K-9 responded to the scene. The K-9 alerted on an area and the incident is deemed intentional setting of a fire. No civilians were injured and no houses near the incident location were damaged during the incident. Red Cross did respond and meet with the victim. Investigation is on-going at this time.

The Hoke County Sheriff’s Office announced on October 31, 2025, that deputies were patrolling in the area of Dial Road. Deputies observed a vehicle going left of center and smelled the odor of marijuana coming from the vehicle.

During the traffic stop, deputies approached the vehicle and while approaching, could smell the odor of marijuana getting stronger as they got closer to the car. Deputies identified the driver of the vehicle as Mr. Christopher Warren Hardin. 

The passenger in the back seat was later identified as, Mr. Haven Hardin. All occupants of the vehicle were asked to step out of the car, so that a probable cause search could be conducted.

During the search of the vehicle and its occupants, deputies located Suboxone strips, 6 grams of suspected fentanyl, 19 grams of suspected cocaine, 30 grams of suspected methamphetamine, over one (1) pound of marijuana, and a loaded firearm.

Detectives with the Narcotic/Vice Suppression Unit responded to the scene and took over the investigation. Preliminary field tests done on the suspected methamphetamine showed that it was mixed with fentanyl.

Mr. Christopher Hardin and Mr. Haven Hardin were both placed under arrest and transported to the Hoke County Detention Center. Detectives obtained and served arrest warrants at the Hoke County Detention Center for narcotics related charges.

Mr. Christopher Hardin was charged with felony possession of a schedule I-controlled substance, felony possession of a schedule II-controlled substance, and simple possession of a schedule VI-controlled substance. Mr. Hardin was taken before the magistrate and given a $5,000.00 secured bond.

Mr. Haven Hardin was charged with two counts of trafficking a schedule I-controlled substance, possession with intent to manufacture/sell/deliver a schedule II-controlled substance, and possession with intent to manufacture/sell/deliver a schedule VI-controlled substance. Mr. Hardin was also taken before the magistrate and received a $500,000.00 secured bond.

The Hoke County Sheriff’s Office announced on October 24, 2025, the Narcotic/Vice Suppression Unit (NVSU) conducted a search warrant at the Outlet Tobacco and Vape located at 8582 Fayetteville Road Raeford, NC. The search resulted in illegal cannabis, THC vapes, THC edibles such as gummies, infused beverages, and synthesized marijuana being located. Detectives also located several THC infused pre-rolled paper products and US currency.

The owner of the store, Mr. Shuaib Ali Dheifallah, was not present when the search warrant was served and refused to come to the scene when contacted by store employees. Arrest warrants were obtained for level two trafficking marijuana, more than 50 pounds but less than 200 pounds; level two trafficking synthetic marijuana 250 dosage units but less than 1250 dosage units; and felony maintaining a dwelling/vehicle/place for the sell/delivery of a controlled substance.

On October 29, 2025, members of the NVSU and Special Operations section conducted a traffic stop on a vehicle occupied by Mr. Dheifallah. He was taken into custody without incident and transported to the Hoke County Detention Center. Mr. Dheifallah received a $250,000.00 secured bond. The investigation is still on-going.

The Hoke County Sheriff’s Office announced on Monday, October 27th, 2025, Deputies responded to the 4000 block of Old Maxton Road regarding a Weapon on Educational Property. The School Resource Officer spoke with the school administration and Hoke County Schools personnel regarding the situation.

Hoke County School personnel escorted the School Resource Officer to the classroom and spoke with the staff member/teacher, Ms. Jania Jones.

The weapon was located inside a vehicle on the school campus. Ms. Jones was arrested and transported to Hoke County Magistrate's Office. Ms. Jones received an unsecured bond. If you have any information, please contact Lt Davis at (910)875-5111.

The Hoke County Sheriff’s Office announced an investigation of a Double Homicide that occurred on October 27, 2025, at approximately 6:04 p.m. Deputies responded to a residence located at 1696 Cope Road, Raeford, North Carolina, in reference to a cardiac arrest. Upon arrival, deputies discovered two unresponsive individuals inside the home. Detectives were notified and responded to the scene to begin a homicide investigation.

The victims have been identified as:

· Mrs. Joann Nicole Chavis, 46 years old, of Red Springs, NC

· Mr. Ted Matthew Chavis, 53 years old, of Red Springs, NC

Preliminary investigation and evidence obtained from the scene determined that both victims died, as a result of multiple stab wounds. The investigation identified the couple’s 17-year-old foster child, D.P., as the suspect responsible for the homicides.

Working in coordination with the State Bureau of Investigation, the Columbus County Sheriff’s Office, and the Lake Waccamaw Police Department, law enforcement located D.P. in Lake Waccamaw. When approached by officers, D.P. committed suicide from an apparent self-inflicted gunshot wound. The State Bureau of Investigation is leading the investigation in Columbus County in regards to the suicide.

The Hoke County District Attorney’s Office has also been assisting investigators with legal guidance and consultation throughout this investigation. 

“Our thoughts and prayers are with the Chavis family, and everyone affected by this tragic incident,” stated Sheriff Roderick Virgil. “We are grateful for the assistance provided by our partnering agencies throughout this investigation.”

The Hoke County Sheriff’s Office announced on October 22, 2025, detectives with the Narcotic Vice Suppression Unit (NVSU) and Moore County Sheriff’s Office served a search warrant in the 100 block of Sandy Acres Mobile Home Park. The search warrant was obtained by Moore County regarding a felony larceny investigation.

While serving the search warrant a vehicle, which was included with the search warrant, had drug paraphernalia such as metal pipes and baggies, in plain view. The vehicle belonged to Mr. Charles J. Donnelly. Detectives searched the vehicle and found suspected fentanyl and methamphetamine. Suspected fentanyl, methamphetamine and additional items of paraphernalia were also located when a purse, belonging to Elizabeth A. Gingerich, was searched. Both subjects were arrested by the NVSU and transported to the Hoke County Detention Center. Ms. Gingerich and Mr. Donnelly were both charged with possession of a schedule I-controlled substance, possession of a schedule II-controlled substance, and possession of drug paraphernalia. Ms. Gingerich received a $25,000 secured bond and Mr. Donnelly received no bond due to violating pre-trial release conditions. The Hoke County Sheriff’s Office would like to thank the Moore County Sheriff’s Office for their involvement and looks forward to working together again in the future. 

The Hoke County Sheriff’s Office announced on Wednesday, October 22, 2025, at approximately 10:37 A.M., two inmates housed at the Hoke County Detention Center—Mr. Charles Justin Dale Locklear of Robeson County and Mr. Johnathan Daniel Oxendine of Hoke County—escaped custody.

Upon discovery of the escape, detention staff immediately notified the Sheriff’s Office, and deputies were dispatched to establish a perimeter and begin search operations. The Hoke County Sheriff’s Office coordinated efforts with the Raeford Police Department to saturate key areas and relay updated information to responding units. Surrounding agencies were also contacted for assistance, however, their assistance was not needed as both suspects were apprehended shortly thereafter.

At approximately 12:00 p.m., Hoke County Communications received a report of two males walking along Scott Currie Road near Highway 20. Deputies and Raeford Police officers quickly responded to the area and, through coordinated teamwork, both Mr. Locklear and Mr. Oxendine were located and taken into custody without further incident.

Following their capture, both individuals were transported back to the Hoke County Detention Center and later to First Health Hoke for medical evaluation and treatment of minor injuries sustained during the escape.

Mr. Locklear was formally charged with Felony Escape from a Local Jail, Felony Conspiracy, and Felony Possession of a Controlled Substance on Jail Premises. He was issued a $150,000.00 secured bond and later updated to $1,000,000.00 secured bond, given by the magistrate.

Mr. Oxendine was charged with Felony Escape from a Local Jail and Felony Conspiracy and received a $125,000.00 secured bond and later updated to a $1,000,000.00 secured bond, given by the magistrate.

The Hoke County Sheriff’s Office announces on October 3, 2025, detectives with the Narcotic/Vice Suppression Unit (NVSU)-Criminal Interdiction Team were conducting street level interdiction in the area of Laurinburg Road, Raeford and conducted a traffic stop on a vehicle with a tint violation. The driver of the vehicle was identified as Jim L. Cagle. Mr. Cagle did not have an active driver’s license and consented to a search of the vehicle. During the search, detectives located a .380 caliber semi-automatic pistol in the map pocket of the passenger seat. Detectives continued their investigation and discovered the firearm was reported stolen out of Richmond County. It was also learned that Mr. Cagle was a convicted felon. Mr. Cagle was placed under arrest and transported to the Hoke County Detention Center. He was charged with possession of firearm by convicted felon, possession of stolen firearm, and carrying a concealed weapon. Mr. Cagle was given a $1,500.00 unsecured bond by the magistrate and released. 

The Hoke County Sheriff’s Office announces on September 30, 2025, members of the Narcotic/Vice Suppression Unit (NVSU), Robeson County Sheriff’s Office and US Marshall’s Fugitive Apprehension Team served an arrest warrant on DeAngelo Gerald Cobb at his residence in the 1800 block of Balfour Road. Mr. Cobb was wanted out of Robeson County for an arrest warrant in reference to a death by distribution case.

While doing a safety sweep of the home, law enforcement observed marijuana, suspected psilocybin mushrooms, and firearms in plain view. The residence was seized and detectives with the NVSU obtained a narcotic search warrant.

While serving the search warrant, approximately four and a half (4.5) pounds of marijuana were found in various rooms throughout the house. Detectives also located four firearms, THC resin, bulk US currency, suspected methamphetamine, packaging materials, and other items of marijuana paraphernalia.

Mr. Cobb was transported by Robeson County detectives for the service of their arrest warrant prior to the search being completed. After the search, Ms. Virginia Carol Clark, Mr. Devin Shytel Southerland-Clark, Mr. Jacoby Anthony, Ryan McKoy, and Mr. Miah Sade Mitchell were placed under arrest by Hoke County Sheriff’s Office and transported to the Hoke County Detention Center.

Ms. Clark, Mr. Southerland-Clark, Mr. McKoy, and Ms. Mitchell were all charged at the Hoke County Detention Center with possession with intent to manufacture/sell/deliver marijuana, possession of a schedule I controlled substance, maintain a vehicle/dwelling for the sell/delivery of a controlled substance, and possession of marijuana paraphernalia. All subjects received a $20,000 secured bond and a first appearance court date.

Detectives with the NVSU swore out additional warrants for Mr. Cobb for four (4) counts of possession of a firearm by a convicted felon, possession with intent to manufacture/sell/deliver marijuana, possession of a schedule I controlled substance, maintain a vehicle/dwelling for the sell/delivery of a controlled substance, and possession of marijuana paraphernalia.

On October 1, 2025, the arrest warrants from Hoke County Sheriff’s Office for DeAngelo Cobb were served in Robeson County. Mr. Cobb was given a $100,000.00 secured bond for the Hoke County charges and remained in the Robeson County Jail.

The Hoke County Sheriff’s Office would like to thank the US Marshall’s Fugitive Task Force and Robeson County Sheriff’s Office. The investigation is still on-going.

The Hoke County Sheriff’s Office announced on Sunday, September 28, 2025, at approximately 1:47 AM, deputies responded to a report of shots fired at a party in the 7000 block of Laurinburg Road in Raeford. Upon arrival, deputies located multiple spent shell casings of various calibers at the scene. It was confirmed that one individual had been shot and had already been transported by personal vehicle to a nearby hospital prior to law enforcement’s arrival. Further investigation revealed a vehicle at the scene that had been struck by gunfire, with two individuals inside at the time of the incident. Additionally, a nearby residence was also found to have been hit by gunfire, with no life-threatening injuries.

The Hoke County Sheriff’s Office announced on Sunday, September 28, 2025, at approximately at 3:13 A.M., deputies were dispatched to a “shooting” call at the 7000 block of Athens Road in Hoke County. The victims reported hearing shooting from outside. A projectile went through the wall of the apartment. No injuries were reported. Detective Units notified and reported on scene to begin an investigation.

On Friday, September 26, 2025, Hoke County Sheriff’s Office deputies were dispatched to the area of S. Duffie Road, Red Springs NC around 11:30 P.M., in reference to a carjacking. The victim was giving the suspects a ride when they took his vehicle at gunpoint. The vehicle is 2006 Blue Dodge Caravan. The incident occurred near the intersection of Tom Mclaughlin Road and Wilson Road.

The Hoke County Sheriff’s Office announced at approximately 11:48PM hours on Sunday, September 14, 2025, Deputies were dispatched to the area of Earnest Road in reference to a report of a male subject who had been shot. Upon arrival, Deputies located a male victim suffering from multiple gunshot wounds. Deputies immediately applied a tourniquet to the affected limb and began canvassing the area for potential witnesses or information regarding the incident. Hoke County EMS arrived shortly thereafter and assumed medical care of the victim. Due to the severity of the injuries, the victim was airlifted to a medical facility for advanced medical treatment. The Hoke County Sheriff’s Office announced on September 5th, 2025, Deputies responded to the 200-block range of Oakridge Drive in reference to a missing Juvenile. Deputies began searching the area before being notified that the Juvenile was located and unresponsive. Medical personnel responded to the scene and transported the Juvenile to a local Hospital. While at the hospital the juvenile was pronounced deceased. The investigation is still on going at this time.

The Hoke County Sheriff’s Office announces on September 4, 2025, members of the Narcotic/Vice Suppression Unit (NVSU), Special Operations, and Criminal Investigations Division (CID) served a search warrant in the 600 block of Sunset Lake Road Parkton North Carolina with the North Carolina SBI, Homeland Security Investigations, and US Postal Inspectors. The Sheriff’s Emergency Response Team and NVSU made entry and cleared the residence, as well as, all buildings on the curtilage. In total, 12 subjects were initially detained so that the search of the premises could occur. 

During the search of the property detectives located 23 grams of suspected methamphetamine, 11 grams of suspected fentanyl, 29 grams of THC resin, 7.5 grams of marijuana and 6 grams of psilocybin mushrooms. Detectives also seized six firearms, assorted items of drug paraphernalia, and $496 in US currency. A stolen golf cart out of Robeson County was also located at the rear of the property. NVSU detectives arrested and charged Ms. Candice Barnhill, Mr. Andre Grayman, Ms.Latosha Harris, and Mr.Thomas Roman. A juvenile was also taken into custody and, after consulting with Juvenile Justice, was transported to the Juvenile Detention Center with a secured custody order for narcotic violations. 

Ms. Candice Barnhill was arrested and charged with the possession with intent to manufacture/sell/deliver a schedule II-controlled substance (methamphetamine), maintain a dwelling for sell/delivery of a controlled substance, and possession of drug paraphernalia. Ms. Barnhill was held on a $50,000.00 secured bond at the Hoke County Detention Center. Mr.Andre Grayman was arrested and charged with possession with intent to manufacture/sell/deliver a schedule VI-controlled substance (THC), felony possession of a schedule I-controlled substance (psilocybin), maintain a dwelling for sell/delivery of a controlled substance, and possession of drug paraphernalia. Mr. Grayman was held at the Hoke County Detention Center on a $75,000 secured bond. Detectives with the CID of the Hoke County Sheriff’s Office later obtained an additional warrant on Mr. Grayman for the possession of stolen goods. Thomas Roman and Latosha Harris were arrested and charged with trafficking a schedule I-controlled substance (fentanyl), maintain a dwelling for the sell/delivery of a controlled substance, and possession of drug paraphernalia. At the Hoke County Detention Center, both Mr. Roman and Ms. Harris were held on no bond due to being out on pre-trial release for pending charges. Ms. Harris was also served with an outstanding warrant for a probation violation which resulted in an additional, secured bond of $10,000. Ms. Danielle Hopkins and Mr. Rodney Williams were also arrested and transported to the Hoke County Detention Center. CID detectives obtained warrants for both Ms. Hopkins and Mr. Williams for child endangerment. Both subjects received a $3,000 secured bond and held at the Hoke County Detention Center. An outstanding arrest warrant was also served on Ms. Hopkins.

The Hoke County Sheriff’s Office would like to thank all of the outside agencies who participated in this search warrant operation. 

The Hoke County Sheriff’s Office announced on September 2, 2025, members of the NVSU-Criminal Interdiction Team (CIT) were conducting street-level drug interdiction in the area of Davis Bridge Road which led to a felony arrest. Members of CIT conducted a traffic stop for a fictitious registration plate in the 100 block of Davis Bridge Road. During the stop, the driver was identified as Mr. Ramel Lavon McNeill. During the stop detectives could smell the odor of marijuana coming from the vehicle.

The driver stepped out at the request of detectives, and a probable cause search of the vehicle was conducted. During the search detectives located packaging materials, scales, approximately three quarters of a pound of marijuana, and a Taurus 9mm handgun which was concealed near the driver’s seat.

Mr. McNeill was placed under arrest and transported to the Hoke County Detention Center.  Mr. McNeill was charged at the Hoke County Detention Center with possession with intent to manufacture/sell/deliver marijuana, felony maintain a vehicle for sell/deliver of a controlled substance, possess marijuana paraphernalia, carry concealed weapon, and fictitious registration. Mr. McNeill received a $10,000 unsecured bond when taken before the magistrate. 

The Hoke County Sheriff’s Office announced on Sunday, August 30,2025 at approximately 2330 hours, Deputies responded to the 400 block of Oakdale Gin Road in reference to a shooting into an occupied dwelling. When deputies and detectives arrived on scene, there were multiple people in the residence and one juvenile suffering from a gunshot wound. EMS personnel arrived on scene, and the juvenile was taken to a nearby location, where they were airlifted to another medical facility for further treatment.

The Hoke County Sheriff’s Office announces on August 29, 2025, the Narcotic/Vice Suppression Unit (NVSU), Special Response Team, and US Marshalls apprehended Mr. Michael LaShawn Locklear who was a fugitive from justice. Mr. Locklear had outstanding warrants from Raeford Police Department for multiple counts of trafficking Schedule I and Schedule II controlled substances, possess with intent to sell/deliver marijuana, and possession of firearm by convicted felon.

Prior to the arrest warrants, the NVSU had been conducting a seven-month long narcotic investigation of Mr. Locklear regarding the sell and delivery of illegal narcotics. During the investigation the NVSU was purchasing suspected methamphetamine from Mr. Locklear. While this investigation was taking place, Mr. Locklear jumped and ran from city officers during multiple traffic stops.

While getting Mr. Locklear in custody at a residence in the 200 block of Declaration Drive, suspected cocaine was located in plain view. The residence was locked down and the NVSU obtained a narcotic search warrant for the home.

A search of the residence resulted in items of paraphernalia, marijuana, numerous firearms, assorted rounds of ammunition and bulk US currency being located. Mr. Locklear was transported to the Hoke County Detention Center.

After the search Mr. Rodrick RaShawn Locklear was charged on a citation for simple possession of marijuana and possession of drug paraphernalia; he was released after receiving a misdemeanor citation.

Mr. Michael Locklear was served his outstanding warrants by Raeford Police Department. The Hoke County Sheriff’s Office NVSU took out additional charges for two counts of the selling and delivery of methamphetamine.

Mr. Cory Thomas McLaughlin, who was already in-custody at the Hoke County Detention Center for unrelated charges and a co-conspirator with Mr. Locklear, was also served warrants obtained by the NVSU for the sell/delivery of cocaine and conspiracy to sell/deliver methamphetamine.

Mr. Locklear received a secured bond of $500,000.00 for all of the outstanding charges from the city of Raeford and an additional secured bond of $3,000.00 for the new charges related to the Hoke County Sheriff’s Office. Mr. McLaughlin received no bond due to unrelated pending charges.

The Hoke County Sheriff’s Office would like to thank The U.S. Marshalls for their assistance with the apprehension of Mr. Locklear. The investigation is still on-going.

The Hoke County Sheriff’s Office would like to follow up on the information provided to the public on August 26, 2025 regarding video gaming machines. The simple answer to the numerous phone calls and messages from the public is yes, the Sheriff’s Office will be enforcing these laws.

The press release in August is not just for public information but also, a notice to anyone operating these types of establishments. There is a 30-day period for these businesses to either get in compliance with the law or shut their doors. 

After September 24, 2025 enforcement action will be taken. We ask the public to keep in mind that this is no different than any other criminal investigation. We must do our due diligence, make sure we operate within the constitution, and gather evidence of the crime(s). This all takes time and just because you (the public) do not see us out there, does not mean we are not investigating. 

In the past, the Narcotic/Vice Suppression Unit has always handled the investigations of illegal “internet cafes”; sometimes with the assistance of outside agencies and sometimes without. This will be no different this time around. 

There have also been several calls in reference to the permits that were issued. The Hoke County Sheriff’s Office has no information about the permits and did not take any part in authorizing payment for these establishments to operate. Any questions about the permits and/or refunds for the permits should be directed to the appropriate department of Hoke County government.  

The Hoke County Sheriff’s Office announced on Wednesday, August 27, 2025, at approximately 2:40 A.M., Deputies responded to the 500 Block of South Hilltop Rd. in reference to an “Unknown Type” call for service. Hoke County Emergency Communications advised the caller is hearing a male scream for help. When Deputies arrived, they met with the caller and during the investigation, it was learned that the caller/victim was robbed at gun point. The suspect (black/male) pulled a firearm on the victim and fired a shot.  The suspect then got into the victim’s vehicle and fled the area toward Robeson County. The suspect’s name maybe “Jay” or “Kane” and he was seen driving a midnight blue or black BMW sedan with performance stickers located on the trim of vehicle back passenger and driver doors. The victim was not injured during this encounter.

The Hoke County Sheriff’s Office announces on August 26, 2025, the Narcotic/Vice Suppression Unit (NVSU) concluded a long-term narcotic investigation by serving a search warrant in the 100 block of Livia Lane and arresting Antorio Ronsha Melvin. During the course of the investigation, it was learned Mr. Melvin had been placed on active probation for charges not relating to the narcotic investigation. With the assistance of Probation/Parole, members of the NVSU went to the residence occupied by Mr. Melvin for a warrantless search, which was a condition of Mr. Melvin’s parole. While doing a safety-sweep of the residence, suspected cocaine was located inside the home. The warrantless search was stopped, and detectives obtained a search warrant from a superior court judge. During a search of the residence, detectives located approximately 60 grams of cocaine, fentanyl, marijuana, assorted items of drug paraphernalia and bulk US currency. Mr. Melvin was placed under arrest and transported to the Hoke County Detention Center. 

Mr. Melvin was charged at the Hoke County Detention Center with trafficking cocaine, possession with the intent to sell/deliver/manufacture a Schedule-I controlled substance (fentanyl), simple possession of a schedule-VI controlled substance (marijuana), possession of drug paraphernalia, and maintaining a dwelling for the sell/delivery of a controlled substance. Mr. Melvin was given a $50,000 secured bond by the magistrate. The Hoke County Sheriff’s Office and NVSU would like to thank the NC Department of Adult Correction for their assistance with this investigation. 

The Hoke County Sheriff’s Office announced on Tuesday, August 26, 2025, that recently, there has been confusion about the legalities of Video Gaming Machines in Hoke County. At this time, it is NOT legal to operate these types of establishments. As stated, in North Carolina General Statute 14-306 1A, it is illegal to have any slot machine or video gaming device that displays video poker, video card games, video keno, video bingo, video craps, or video lotto.

The devices also may not simulate any type of slot machine or pot-o-gold machines. It is also illegal for cash pay outs at any such establishment. It is in violation of ABC laws to consume and/or sell alcohol where these machines may be located.

It is also illegal to operate server-based games of chance. These are found in many “internet cafe” establishments. It is also illegal to manufacture, house, transport, or work on such devices unless it is for a company located outside of North Carolina.

Per North Carolina statute 14-307 and the issuing of permits; There shall be no state, county, or municipal tax levied for the privilege of operating the machines or devices the operation of which is prohibited by G.S. 14-304 through 14-309.

The Hoke County Sheriff’s Office announced on August 8, 2025, members of the Narcotic/Vice Suppression Unit (NVSU) were contacted by road deputies, after discovering actively growing marijuana plants, after their arrival of responding to a shots fired call. The residence was in the 100 block of Hatteras Trail in Red Springs, NC. Detectives with the NVSU spoke, Ms. Jennifer Oxendine and Mr. DeMario McNeill, legal occupants of the residence, then obtained a search warrant for the house. 

During the search, detectives located additional marijuana, suspected ecstasy, items of paraphernalia used to process/sell/deliver controlled substances, and a sawed off 12- gauge shotgun. All the previously mentioned items were in the master bedroom where Ms. Oxendine and Mr. McNeill both had access to the items. Ms. Oxendine and Mr. McNeill were both placed under arrest and transported to the Hoke County Detention Center. Both subjects were charged with possession of a weapon of mass destruction, manufacture marijuana, possess with intent to manufacture/sell/deliver a schedule I-controlled substance, maintain a dwelling for the sell/delivery of controlled substances, simple possession of marijuana, and possession of drug paraphernalia (not for marijuana).

Both subjects were taken before the magistrate where they received first appearance court dates and bonds. Ms. Oxendine was held on a $10,000 secured bond and Mr. McNeill was held on no bond.

The Hoke County Sheriff’s Office announced on Monday, July 21, 2025, at approximately 03:00 P.M., that the Hoke County Sheriff’s Office Dive Team responded to the area of Recreation Center Road in Maxton, NC, to assist Robeson County Sheriff’s Office with a Search and Recovery operation. 

When the Hoke County Dive Team arrived on scene, it was learned that Robeson County Sheriff’s Deputy attempted a traffic stop, at approximately 08:45 A.M., on a white Ford F-150 that was reported stolen. The driver refused to stop, and a vehicle pursuit commenced. 

During the pursuit, the driver of the stolen vehicle veered off the road in the area of Recreation Center Road, where control of the vehicle was lost and the vehicle crashed into the Lumber River. The male driver got out of the vehicle and tried to swim to the shore. The female passenger climbed to the roof of the vehicle and was able to jump outside of the current and make it to shore safely. Unfortunately, the male driver was last seen submerging in front of the vehicle.

The Hoke County Sheriff’s Office Dive Team was contacted to assist with locating the male driver. At approximately 07:00 P.M., the Hoke County Sheriff’s Office Dive Team member, was successful in locating the male victim driver and was able to remove him from the Lumber River. The victim was found deceased and identified as Mr. Gary Dean Chavis. His next of kin was notified by law enforcement. 

All information related to this incident has been given to the North Carolina State Bureau of Investigations. The Investigation is still on-going. 

The Hoke County Sheriff’s Office announced on Sunday, July 20, 2025, at 3:24 am, Deputies were notified of an “shooting into an occupied dwelling” call at the 700 block of Dundee Circle. Deputies contacted victim, who advised that he was woke up to two “loud bangs”. The victim realized that his residence had been shot into, and he was also injured by one of the projectiles. The victim had a laceration on his right upper back area but declined to go to the hospital. Detective Unit notified.

The Hoke County Sheriff’s Office announced on Monday, June 9th, 2025, at approximately 12:21 PM, Deputies responded to the 1000 block of Dial Rd in reference to a shooting. Deputies located a male victim suffering multiple gunshot wounds on the scene. The victim was life-flighted to a hospital for further treatment. Detectives with CID, NVSU, and SBI responded to the scene and assumed the investigation. 

On June 26, 2025, Deputies responded to an incident in the close proximities of Haire Road. Charles Locklear was taken into custody without incident and transported to Hoke County Detention Center. Charles Locklear was charged with Attempted 1st Degree Murder, Assault with Deadly with Intent to Kill, shooting w/in Enclosure Incite Fear, B/E to Terrorize/Injure, Firearm by Felon and received no bond for the listed charges due to pretrial release. The investigation is on-going.

On Thursday, June 26, 2025, Hoke County Sheriff’s Office Deputies responded to a “stabbing” call at the 1400 block of Haire Road. County Units arrived and observed the victim with a cut on his hand. The victim was transported to the hospital for medical needs by EMS. Hoke County Sheriff’s Office Units, including Detectives, relocated to another location in the 1400 block of Haire Road, where the stabbing was said to have taken place at. Investigation is on-going.

The Hoke County Sheriff’s Office announced on June 16, 2025, members of the Narcotics/Vice Suppression Unit (NVSU) along with general investigations served a search warrant at the 100 block of River Birch Road. The search warrant was obtained after members of the US Marshalls Fugitive Task Force located a robbery suspect, with active arrest warrants, at the residence. During a safety sweep of the home suspected narcotics and items of paraphernalia were seen in plain view. 

During the search, detectives located suspected cocaine, suspected MDMA, marijuana, scales, spoons, packaging materials, and additional items of paraphernalia. NVSU, also located bulk US currency. Rodney Antuawn Forte was placed under arrest and charged with possession with intent to manufacture, sell, deliver cocaine, possession with intent to sell/deliver a Schedule-I controlled substance, maintain a dwelling for sell/delivery of controlled substance, and possession of drug paraphernalia (not for marijuana). 

Mr. Forte was transported to the Hoke County Detention Center where he was held on no bond due to being out on pretrial release for unrelated charges.   

The Hoke County Sheriff’s Office announces on June 13, 2025, the Narcotics/Vice Suppression Unit (NVSU) served a narcotic search warrant, with the assistance of Sheriff’s Emergency Response Team, in the 200 block of Jewel Drive. The search warrant was obtained after a long-term investigation of suspected cocaine and marijuana being sold by Joseph Dwayne Campbell.  During the investigation, the NVSU learned Mr. Campbell frequently carries a firearm and is a convicted felon. During a search of the residence detectives located marijuana, suspected cocaine, and assorted items of paraphernalia. There was also evidence of cocaine being processed into “crack” cocaine. 

Mr. Campbell was not at the residence when the search warrant was served. There are currently active arrest warrants for Mr. Joseph Dwayne Campbell. Mr. Campbell is charged with possession with intent to manufacture/sell/deliver a schedule-II controlled substance, possess with intent to sell/deliver marijuana, maintain a dwelling for the sell/delivery of controlled substances, and possession of drug paraphernalia.

On June 17, 2025, Joseph Dwayne Campbell turned himself in at the Hoke County Sheriff’s Office. Mr. Campbell was transported to the Hoke County Jail where arrest warrants were served, and Mr. Campbell was taken before the magistrate. Mr. Campbell received a first appearance court date and $1,500 unsecured bond. 

The Hoke County Sheriff’s Office announced on Monday, June 2, 2025, at 8:48 AM Hoke County Sheriff’s Office Deputies were dispatched to an “Armed Robbery” at the 15000 block of Highway 15/501 in Hoke County. Deputies contacted victim/cashier at the Dollar General Store. The cashier advised what appeared to be a black male wearing a hoodie and a “neck gator” came into the store. The suspect then brought two items to the register to check out, then drew a handgun. The male then had the cashier to lock the front door to get into the safe. While securing the door, the cashier attempted to lock the suspect inside, but the suspect noticed and ran into the door. The door opened and the suspect fell to the ground, then fled on foot, out of sight, heading in the direction of Moore County line. Detectives Notified and later arrive on scene.

From May 30 to June 13, 2025, the Hoke County Sheriff’s Office responded to three armed robberies at Dollar General: two at 4929 Rockfish Rd and one at 15495 Hwy 15/501 in Aberdeen, NC. During the investigations, detectives from Hoke County, with assistance from the ATF, identified the suspect as D'mirist Ford and obtained warrants for his arrest. 

On June 16, 2025, with the help of the U.S. Marshals Task Force, Mr. Ford was taken into custody without incident. He was transported to the Hoke County Detention Center and charged with three counts of robbery with a dangerous weapon. He was denied bond and has a court date set for June 17, 2025, at the Hoke County Courthouse.

On Friday June 13th, 2025, Hoke County Communications dispatched Hoke County Deputies to an armed robbery at Dollar General Market, near the 4000 Block Range of Rockfish Road had just occurred. The reporters were employees of the Dollar General Market. Detectives responded to the scene and began an investigation.

The Hoke County Sheriff’s Office announced on Monday, June 2nd, 2025, members of the Hoke County Sheriff’s Office went before the board of commissioners in reference to the retirement of Canine Maizey. The board voted and approved her retirement and agreed that Maizey would remain with a detective within the Narcotics/Vice Suppression Unit (NVSU). 

Maizey has served the county for seven years as a member of the NVSU. Maizey is trained to alert on narcotics, firearms, and articles. During her years of service, Maizey assisted in numerous local, state, and federal investigations. 

Over the years, Maizey participated in hundreds of narcotic search warrants, interdiction operations, and traffic stops. Maizey is responsible for locating 97 firearms, 257 pounds of cocaine, 51 pounds of marijuana, 28 pounds of other drugs such as heroin, opiates, and methamphetamine. Maizey also assisted with the seizure of more than $2.3 million dollars in drug proceeds on local, state and federal levels. 

The NVSU and the entire Hoke County Sheriff's Office are thankful for having a canine as wonderful and dedicated as Maizey. Maizey leaves a very high bar for future canines to aspire to. While we are going to miss having her being a part of the day-to-day operations, we all wish "Queen" Maizey a well-deserved, and long and happy retirement. 

On Wednesday, June 11, 2025, at approximately 3:00 am, Hoke County Sheriff’s Office Deputies responded to the 100 block of Hawkeye Drive in reference to an armed robbery. The victims reported that three unknown individuals approached them with firearms and demanded they empty their pockets. The victims cooperated and the suspect fled the area on foot. There were no injuries reported at the time of this incident. Hoke County Detectives were contacted and arrived shortly after. The investigation is on-going.

The Hoke County Sheriff’s Office announces on June 10, 2025, the Narcotic Vice Suppression Unit (NVSU), closed out a long-term investigation of suspected cocaine being sold by Mrs. Lanette Wall Hobson. During the investigation, detectives knew Mrs. Hobson had a revoked driver’s license but would drive her vehicle for both personal and nefarious reasons. Through physical and electronic surveillance enough probable cause was developed to conduct an interdiction stop on Mrs. Hobson while on Mockingbird Hill Road. Mrs. Hobson did not stop for law enforcement until reaching the 100 block of Seagull Drive, Raeford, NC. During the traffic stop, HCSO canine Ghost was utilized and gave a positive alert on the vehicle. During a vehicle search, NVSU detectives located suspected “crack” cocaine, oxycodone, a digital scale, and a loaded .38 caliber revolver under the driver seat. During a search of Mrs. Hobson, detectives located additional “crack” cocaine, suspected fentanyl, and marijuana on her persons. Mrs. Hobson was placed under arrest and transported to the Hoke County Jail. 

At the jail, Mrs. Hobson was charged with possession with intent to sell/deliver schedule I-controlled substance, possession with intent to sell deliver schedule II-controlled substance, maintain a vehicle for sell/delivery of a controlled substance, simple possession of a schedule II-controlled substance, carry concealed weapon, possession of drug paraphernalia, and driving while license revoked. Due to pre-existing medical conditions, Mrs. Hobson was held only on a $3,000.00 secured bond. 

On Monday, June 9th, 2025, at approximately 12:21 PM, Hoke County Sheriff’s Office Deputies responded to the 1000 block of Dial Rd in reference to a shooting. Deputies located a male victim suffering multiple gunshot wounds on the scene. The victim was life-flighted to a hospital for further treatment. Detectives with CID (Criminal Investigation Division), NVSU (Narcotics/Vice Suppression Unit), and SBI (State Bureau of Investigations) responded to the scene and assumed the investigation.

On Saturday, June 7, 2025, at approximately 1:10 AM, Hoke County Sheriff’s Office responded to a shot fired call in the area of Beagle Drive. Deputies responded and located a residence that had been shot into while occupied. No civilians were injured during the incident. The detective was contacted and arrived on scene. The investigation is on-going.

On June 7, 2025, at approximately 1:44 AM Hoke County Sheriff’s Office Deputies were notified of a “Shooting into an Occupied Dwelling” call at the 200 block of Fading Trail Ln. Deputies were informed by victims that their residence was shot into while they were sleeping. Investigation is ongoing. The Hoke County Sheriff’s Office announces on June 6, 2025, the Narcotic/Vice Suppression Unit (N.V.S.U.) and Sheriff’s Emergency Response Team served a narcotic search warrant in the 200 block of Redemption Drive Lumber Bridge, NC 28576. 

After receiving anonymous complaints, detectives with the NVSU conducted a narcotic investigation of suspected cocaine and marijuana being sold by a subject later identified as Linnie Allen Jones. During the investigation, a search warrant was obtained and served for Mr. Jones’ residence. When serving the search warrant Mr. Jones was taken into custody without incident. While searching the residence detectives located approximately 61 grams of amphetamines, approximately half a pound of marijuana, THC vapes, THC resin, suspected cocaine, suspected fentanyl, two handguns, a shotgun, M4 style rifle, and assorted items of drug paraphernalia.

Mr. Jones was arrested and taken to the Hoke County Jail where he was charged with trafficking amphetamines, possession with intent to sell/deliver schedule-II controlled substance, possession with intent to sell/deliver schedule-VI controlled substance, possession with intent to sell/deliver marijuana, simple possession of a schedule I-controlled substance, felony maintaining a dwelling for the sell/delivery of controlled substances, and possession of drug paraphernalia. Mr. Jones was held on a $30,000.00 secured bond. 

The Hoke County Sheriff’s Office announced that on Thursday, June 5, 2025, Deputies responded to the 500 block of Murph McLaughlin Road in reference to a stabbing.  Upon arrival, deputies located the victim suffering from a stab wound. The victim was transported to an undisclosed hospital by ambulance for further medical treatment. The investigation is still on-going currently.

The Hoke County Sheriff’s Office announces on June 5, 2025, the Narcotic/Vice Suppression Unit (NVSU) along with the S.B.I. completed a long-term narcotic investigation which resulted in arrest warrants and a narcotic search warrant. The investigation began after receiving several complaints about Lynwood Lemond Monroe selling cocaine from his residence in the Twin Oaks Apartments complex. 

At the conclusion of the investigation, arrest warrants were obtained for Mr. Monroe, and a search warrant was obtained for his residence. During the service of the search warrant suspected crack cocaine, oxycodone, US currency, and assorted items of paraphernalia were located. Evidence of illegal sales/possession of alcohol was also located. Mr. Monroe was arrested and transported to the Hoke County jail. At the jail, Monroe was charged with three (3) counts of sell/deliver cocaine, PWIMSD cocaine, PWISD schedule II-controlled substance (oxycodone), four (4) counts of maintain a dwelling/place for the sell/delivery of controlled substances, and ABC law violations. Mr. Monroe received a $50,000 secured bond. 

On Friday, May 23, 2025, around 2200 hours, Hoke County Sheriff Deputies were dispatched to an armed robbery at 6413 Red Springs Road, Dollar General. There were no reported injuries during the incident. Detectives were notified and responded to the scene. The investigation is still ongoing.

The Hoke County Sheriff’s Office announced on May 23, 2025; the Narcotic/Vice Suppression Unit (NVSU) concluded a long-term narcotic investigation. A traffic stop was conducted on a vehicle that was operated by Mr. Rasheen Simmid Peterkin.

 During the traffic stop, a canine unit arrived on the scene and was utilized to conduct a “sniff” of the vehicle. The canine gave a positive alert and a search was conducted. At the conclusion of the search of the vehicle NVSU Detectives located approximately three and a half ounces of cocaine and bulk US currency. Assorted items of paraphernalia were also located. Mr. Peterkin was arrested and transported to the Hoke County Detention Center. 

 At the detention center, Mr. Peterkin was charged with two counts of trafficking cocaine, maintaining a vehicle for sell/delivery of controlled substances, and possession of drug paraphernalia. Mr. Peterkin was given a $75,000.00 unsecured bond due to a pre-existing medical condition.

The Hoke County Sheriff’s Office announced on Saturday May 24, 2025, approximately at 1:30 pm Deputies and Detectives responded to a shooting at the 100 block of Payton Place. Hoke County Communications advised there was a male unresponsive in the area. Deputies arrived on scene and saw a male laying in the middle of the roadway suffering from gunshot wounds. The victim, Mr. Montague Baldwin, was pronounced deceased at the scene by EMS. The victim’s next of kin was notified. 

Mr. Laquan Harris of Lumber Bridge, NC has been charged with First Degree Murder. He is currently being held in the Hoke County Detention Center without bond. The Hoke County Sheriff’s Office announces on April 23, 2025, the Narcotic/Vice Suppression Unit (N.V.S.U.), conducted a traffic stop in the 300 block of Pittman Grove Church Road for a vehicle registration violation. During the traffic stop, NVSU detectives identified the driver as Vernon Lee Smith. Detectives were familiar with Mr. Smith from previous investigations and knew Mr. Smith was on active probation. Vernon Smith had an active probation warrant and was placed under arrest. Detectives conducted a search of the vehicle Smith was operating. The search resulted in two firearms being located. One of the guns had been reported stolen out of Fayetteville. The second firearm had been modified to fit a semi-automatic switch. Detectives also located a user amount of marijuana. Vernon Smith was transported to the Hoke County Jail where the warrant from probation/parole was served. NVSU detectives also charged Mr. Smith with two counts of possession of firearm by felon, possess stolen firearm, carry conceal weapon, and simple possession of marijuana. Mr. Smith received a $70,000 secured bond for the new charges and no bond for the outstanding warrant. The Hoke County Sheriff’s Office would like to thank the NC Dept. of Corrections with their assistance.

On April 10, 2025, the Hoke County Sheriff’s Office Deputies responded to the 7100 block of Turnpike Road in reference to a shooting into an occupied dwelling call. Deputies responded and located occupants inside the residence. No one was seriously injured. Hoke County Criminal Investigations Division responded to the scene. The case is currently under investigation.

On Saturday, March 29, 2025, at 8:51 AM Hoke County Sheriff’s Office Deputies were notified of an “Damage to Property/Arson” at the 3100 Block of McNeill Farm Road. When Deputies responded, the victim reported that someone had slashed his tire on his truck and set it on fire. Multiple items, including a firearm, were taken from the victim’s truck as well. The victim stated that when he walked outside, he noticed smoke coming from the truck cab and opened the door. Using a garden hose, the victim was able to put out the fire. Fire Marshall’s responded to the scene and began an investigation.

On Thursday, March 20, 2025, at approximately 5:37 a.m., Hoke County Sheriff’s Office responded to suspicious activity call in the 200 block of North Lake Road, Red Springs. Deputies responded to the area and met with the victim. The victim advised she was assaulted in the area of North Lake Road and was transported to a local hospital for further evaluation. Detectives were notified and arrived on scene. Investigation is on-going at this time.

On Saturday, March 15, 2025, at 8:12 AM Hoke County Sheriff’s Office Deputies were notified of an Armed Robbery at the 8500 block of Fayetteville Road. Deputies contacted an employee at Outlet Fine Cigars. Staff advised Deputies that suspect came into the store, walked behind the counter, and began filling a bag with jars of THCA Flowers. The employee then called 911 while the suspect was still inside the store and drew her handgun from her handbag. The suspect fled from the store. Investigation is still on-going.
