  • No, an unaffiliated voter has to choose which party to vote on. A voter who is unaffiliated must either request a Democratic, Republican, Libertarian, or Unaffiliated ballot during the primary election.

  • You should call 911 anytime you need a response from any public safety agency. While true emergencies such as fires, medical calls, in-progress crime are certainly handled by 911, we also handle the non-emergency calls such as property crimes already occurred and things of that nature. If it requires a response, call 911. 911 should not be called to ask a phone number even if it is for another agency we serve. Also do not call 911 for copies of reports of bills. Reports are given by the agencies that investigated the crime or event. You would need to contact that agency for a copy of a report.

  • Yes there are. The 911 Center answers all calls for the business lines for the Hoke County Sheriff’s Office and the Raeford Police Department after hours. We also answer a special alarm line for incoming fire, medical, burglary, and holdup alarms. If you need to call just to ask a question and you do not need a response, please call us at 910-875-2135.

  • Yes it does. Hoke 911 is an Enhanced 911 of E911 system. When you call 911 on a landline phone, it gives us your address and phone number. If you call 911 on a cellular telephone, it gives us your location and telephone number. Dialing a seven-digit number does not give us this function.

  • Revaluation is the process by which all property tax values within a taxing jurisdiction (Hoke County) are revalued to their market value as of a specific effective date. It is also sometimes called a mass appraisal. Hoke County is on an 8-year revaluation schedule.

  • The State of North Carolina requires counties to conduct a revaluation at least once every eight years. The purpose of a revaluation is to ensure that property taxes are distributed fairly based on current market data. Property taxes aid in providing services like public education, emergency medical services, public health, law enforcement, affordable housing, and other community services. Hoke County is on an 8-year revaluation schedule.

  • Most likely, yes. However, not all property values will change at the same percentage. Market value may have increased or decreased more for some neighborhoods than others. The revaluation reflects changes that have occurred since the last revaluation.

  • The resulting values will be effective as of January 1, 2022. The assessment will be the basis for the tax bills that will be mailed in July of 2022. The next revaluation is scheduled for January 1, 2030.

  • The Tax Assessors Office mailed a “Notice of Assessed Value” to all taxpayers who own real property in Hoke County. Notices were mailed on or about February 3, 2022.

  • Notices were mailed to the last known address on file with the tax office of each owner of record in Hoke County. If you did not receive notice, please call the Tax Assessors Office at 910-875-8751 to verify your address. We will be happy to assist you in receiving your notification of assessed value.

  • Instructions for appeal will be included with your assessment notice. The first level of appeal is an informal hearing. This hearing is with Hoke County personnel from the assessor’s office. During this session, the property record card is reviewed. The North Carolina General Statutes places the burden of proof on the property owner to show the assessment is incorrect. Keep in mind that your value may increase, decrease or remain unchanged during the informal process. After the informal appeal, the property owner will be notified by mail of the decision.

  • The second level of appeal is a formal hearing conducted by the Hoke County Board of Equalization and Review. Taxpayers must submit a request in writing to appear before the Board of Equalization and Review. Information will be included in your decision letter from your informal appeal concerning your right to appeal to the next level. The third level of appeal is with the Property Tax Commission which is a division of the North Carolina Department of Revenue.

  • The Hoke County Board of Commissioners, by law, set the tax rate. The tax rate will be applied to the new values established as of January 1, 2022. The tax rate will not be set until the budget process is complete, typically in late June.

  • North Carolina law states that all taxable real property shall be listed and billed in the name of the owner as of January 1 each year. For additional information, please contact our office at 910-875-8751.

  • Taxpayers who are active military and have a home of record as stated on the most current LES is a state other than North Carolina are not required to pay personal property taxes in North Carolina. To process a release for the bill, the Tax Department will need a copy of a current LES. Spouses and dependents are exempt also if they have the documents needed such as a marriage certificate and/or a sponsor card to link the two names together.   • Motor Vehicle tax bills are created based on information provided by the Division of Motor Vehicles to the County. If you did not live in Hoke County when the vehicle registration was initiated or renewed, a, “Change of County” form will need to be completed. Contact us and we will provide the necessary document.

  • If the tag was transferred from the sold vehicle to another vehicle, the bill is due in full. If the tag has been submitted to the Department of Motor Vehicle License Plate Agency, the Tax Department needs to be notified along with a copy of a tag turn in receipt within 1 year and the bill may be prorated.

  • Vehicles are valued as of January 1 of the year in which the bill is due. Taxpayers may appeal the value within 30 days of the billing date and after the bill has been paid. Consideration for excess mileage, excess wear and tear, accident damage, etc will be given based upon proof provided by the owner and a inspection of the vehicle provided by the tax office.

  • The tax year for a registered motor vehicle is the 12 months following a new registration or the expiration of an existing registration.

  • The due date is September 1. A 2% discount is allowed on Taxes if paid by August 31. Discount does not apply to the Solid Waste fee. Taxpayers have until January 5 to pay without a penalty. Taxes are past due January 6th and interest is assessed at 2% on this date. 3/4 of 1% interest is added the 1st day of each month until paid in full.
