Jail Escape Press Release

The Hoke County Sheriff’s Office announced on Wednesday, October 22, 2025, at approximately 10:37 A.M., two inmates housed at the Hoke County Detention Center—Mr. Charles Justin Dale Locklear of Robeson County and Mr. Johnathan Daniel Oxendine of Hoke County—escaped custody.

Upon discovery of the escape, detention staff immediately notified the Sheriff’s Office, and deputies were dispatched to establish a perimeter and begin search operations. The Hoke County Sheriff’s Office coordinated efforts with the Raeford Police Department to saturate key areas and relay updated information to responding units. Surrounding agencies were also contacted for assistance, however, their assistance was not needed as both suspects were apprehended shortly thereafter.

At approximately 12:00 p.m., Hoke County Communications received a report of two males walking along Scott Currie Road near Highway 20. Deputies and Raeford Police officers quickly responded to the area and, through coordinated teamwork, both Mr. Locklear and Mr. Oxendine were located and taken into custody without further incident.

Following their capture, both individuals were transported back to the Hoke County Detention Center and later to First Health Hoke for medical evaluation and treatment of minor injuries sustained during the escape.

Mr. Locklear was formally charged with Felony Escape from a Local Jail, Felony Conspiracy, and Felony Possession of a Controlled Substance on Jail Premises. He was issued a $150,000.00 secured bond and later updated to $1,000,000.00 secured bond, given by the magistrate.

Mr. Oxendine was charged with Felony Escape from a Local Jail and Felony Conspiracy and received a $125,000.00 secured bond and later updated to a $1,000,000.00 secured bond, given by the magistrate.
